Seraphina stood, her movements fluid and deliberate as she walked to the window that overlooked the city. New Vein spread out below her like an intricate circuit board, a vast network of lights and traffic forming patterns sheād learned to read years ago. Each street was a pathway of information. Each building a node of power. Each citizen a variable in the grand equation sheād been solving since sheād taken office.
She could see the Academy from here, a distant cluster of elegant spires and glass domes on the eastern edge of the skyline.
Somewhere in those buildings, her sister was laughing at a cat.
"I want complete surveillance on Satori Nakano," she said, her voice cutting through the silence like a scalpel. "Discrete. Professional. No obvious tails. No ham-fisted attempts at intimidation. Use our best peopleāthe ones from Insight Division who actually understand subtlety."
"Parameters?"
"Everything. Where he goes. Who he meets. Who he talks to when he thinks no oneās listening. What he buys. What he eats. What he searches for on the network." She turned back to face Graves, her crystalline blue eyes cold and sharp. "And I want to know about that familiar. The two-tailed cat. Thatās not a common breed. Hell, Iām not sure itās a breed at all. Run its profile through our xenobiology database. Check for matches with known Gate-spawn variants or anomalous entities."
"Noted. Anything else?"
Seraphina looked at the feed of Celeste again, watching her sisterās profile in the afternoon light. Celeste looked peaceful. Content. Happy.
Her baby sister, the one pure thing sheād managed to protect in this corrupt, dangerous, chaotic world.
Now smiling at a stray cat that belonged to a boy with too many secrets and not enough fear.
"Monitor his bonds. The women around him. Natalia Kuzmina, Emi Aoyama, Skylar Amane, Akari Miyamoto." She paused, the next name catching in her throat for just a fraction of a second before her iron will forced it out. "And Celeste. Especially Celeste. I want detailed psychological profiles on all of them. I want to know their relationships to Nakanoāpast, present, and projected. I want to know if there are patterns, shared vulnerabilities, common psychological levers."
"Youāre concerned about their relationship."
"Iām concerned about what I donāt know." Seraphina returned to her desk, her mind already moving through contingencies, backup plans, worst-case scenarios. Her fingers danced across the holographic interface, pulling up files and cross-referencing data with the efficiency of someone whoād been doing this for a decade. "This boy appears whenever my sister faces danger. Every. Single. Time. The Necropolis Anomaly. The Black Gate incident. Even the Hydra encounter at the lakeāreports say he was instrumental in coordinating the kill. That he took command of the situation when the upperclassmen were frozen with fear."
"Pattern analysis suggests either extreme luck or deliberate positioning," Graves observed, her tone clinical.
"I donāt believe in luck, Commander."
"Neither do I, Madam President."
Seraphina minimized the feeds with a sharp gesture, the three windows collapsing into pinpoints of light before winking out entirely. She pulled up a different file, one buried deep in the VHCās classified archives. This one was older, sealed with clearances that would make most VHC administrators nervous. Clearances that required her personal biometric authorization to even view.
The header glowed softly in the dim office:
Dr. Kenji Nakano - Research Notes [CLASSIFIED]
Subject: Trans-Dimensional Consciousness Transfer
Status: PROJECT TERMINATED
Sheād found it buried in the archives two weeks ago, after Graves had mentioned in passing that Satoriās father had been a Gate theorist before his disappearance. A researcher whoād worked with Seraphinaās own grandfather, the legendary Dr. Aris Vance, before vanishing under mysterious circumstances seventeen years ago. The case had been quietly closed, officially attributed to a catastrophic Gate accident in an unlisted research facility.
The research itself was radical. Dangerous. Bordering on heretical by modern VHC standards.
Dr. Kenji Nakano had theorized that consciousnessāthe fundamental essence of selfācould travel between dimensions, between bodies, between realities. That the soul, if such a thing existed, was not bound by the laws of physics as humanity understood them. That a sufficiently advanced Aspect, or a sufficiently powerful Gate exposure, could potentially allow a consciousness to migrate from one vessel to another.
The implications were staggering.
If Kenji had succeeded...
If his son somehow inherited that research, or worse, if heād been the
subject
of that research...
"Keep watching him," Seraphina said, closing the file with a finality that felt like sealing a tomb. "Twenty-four-seven surveillance. I want daily reports on my desk by 0700 hours. If Nakano is what I think he is, heās either the most valuable asset weāve ever discoveredāa potential key to unlocking the true nature of the Gatesāor the most dangerous threat to Valorian stability since the Rupture."
"And if heās the latter?"
Seraphinaās eyes went cold, the temperature in the room seeming to drop by several degrees. When she spoke, her voice carried the weight of absolute authority, the kind of certainty that had ordered the deaths of hundreds over the years in service of the greater good.
"Then we eliminate him. Quietly. Cleanly. Before he becomes a problem we canāt contain. Sanctions Division. Black bag operation. I want it done with such precision that no oneānot the Academy, not his guild, not even my sisterāever connects it back to us."
"Understood."
Graves left, her footsteps fading down the corridor outside, leaving Seraphina alone with the silence and the ghosts of her own thoughts.
She pulled up the live feed of Celeste one more time, unable to resist the magnetic pull of her sisterās presence.
Celeste laughed at something, the sound inaudible through the feed but visible in the way her shoulders shook, the way her hand flew up to cover her mouth in that endearingly self-conscious gesture sheād had since childhood. Her perfect maskāthe one Seraphina had spent years teaching her to wearādropped for just a moment.
She looked happy.
Genuinely, honestly, radiantly happy.
Which terrified Seraphina more than any Gate breach, any rogue S-Rank, any international conspiracy ever could.
Because happiness made people vulnerable. Happiness made them take risks. Happiness made them trust when they should suspect, love when they should calculate, feel when they should think.
And Seraphina Vance had not clawed her way to the top of Valoriaās power structure, had not sacrificed her youth and her innocence and every soft part of herself, just to watch her baby sister get hurt by some stray dog with pretty eyes and dangerous secrets.
She closed the feed, darkness filling the screen like ink spreading through water.
"Iām sorry, little sister," she whispered to the empty office, her voice barely audible even to herself. "But Iāll protect you from yourself if I have to. Iāll protect you from him. From everything. Even if you hate me for it."
The city glittered below, indifferent and eternal.
And Seraphina Vance sat alone in her tower, watching over her kingdom and plotting the destruction of anyone who dared threaten it.
Even if that threat wore the face of a boy her sister had begun to love.
